On Saturday, Sept. 30, around midnight, officers received a call about a male who claimed to have killed someone in the 1200 block of Veterans Parkway. Upon investigation, they discovered the lifeless body of Willie Foster, 47, on the 1100 block of First Avenue.
Following an intensive investigation conducted by the Violent Crimes Unit, David Lucier was identified as a suspect. A murder warrant was subsequently issued for Lucier’s arrest, and he was apprehended on Friday, Oct. 13. Lucier’s preliminary hearing is scheduled for Monday, Oct. 16.
